Official description

The purpose of Amendment 0002 is to: Extend the Submission Suspense: Move the Phase 1 Solution Brief closing deadline from 22 October 2026, 5:00 p.m. CDT to 29 October 2026, 5:00 p.m. CDT. Establish Attachment 1 Direct Request Procedures: Provide instructions allowing offerors experiencing SAM.gov access or technical issues to request the controlled Attachment 1 - Desired Solution Attributes directly from the DITCO OTA team mailbox (disa.scott.ditco.mbx.ps84-other-transaction-authority@mail.mil). Clarify NDC SAM.gov Requirements: Formally clarify that eligible Non-Traditional Defense Contractors (NDCs) whose SAM.gov registrations are currently pending approval may submit Phase 1 Solution Briefs and be evaluated, while establishing that an active, validated SAM.gov registration is mandatory prior to agreement award. Authorize a Contingency Submission Route: Authorize direct email submission of Solution Briefs to the DITCO OTA mailbox strictly for offerors experiencing technical barriers or account validation roadblocks in SAM.gov (while retaining SAM.gov as the primary channel). Modernize Attachment 2 (ABSC): Update the Affirmation of Business Status Certification by replacing the retired DUNS number with the Unique Entity Identifier (UEI), adding a "Pending Approval" option for SAM status, and updating the NDC statutory reference to 10 U.S.C. § 3014. Amendment 0001 - The purpose of this amendment is to update the Area of Interest under Section 7, Certifaction Required, to clarify that CMMC Level 2 (self) is a requirement. The Defense Information Systems Agency seeks prototypes for a centralized, multi-tenant User Activity Monitoring solution to enhance cybersecurity across the Department of War. This effort aims to replace the current fractured UAM environment with a modern, scalable, and efficient capability. Interested parties are encouraged to review the full Area of Interest solicitation for detailed requirements.
